Agent Cooper and Sheriff Truman are in the Sheriff's office Supervisor Cole shouts (he's almost deaf, you know) to Cooper over the speaker phone. Agent Cooper is under investigation by the FBI for inappropriate action and conduct, as well as drug trafficking. Cooper's former partner, Windom Earle, is being sent to Twin Peaks to conduct an FBI Internal Affairs investigation on Cooper. Cole assures Cooper on the phone that it has happened to everyone.
